I seriously doubt you have a penalty based on having folders with the same keyword in all the image file names.

The only time I can see that as an issue is If all the images are on a single web...

It will create duplicate content. If the same content appears under mor than one URl its Dupe content in the eyes of google. You should look into the rel=canonical. If you are using wordpress install...
