I almost always rewrite the PLR that I buy. It's nothing to do with any false ideas about duplicate content, it's because PLR articles tend to be written fairly generically and need a little tweaking...

I find it helpful to see samples of the author's writing, even if it ezinearticles profile they show. I also think 10 for 25.00 is very expensive for a plr pack.
