1 hour is definitely way too short buddy. Give it 1 month. Think in terms of a lifetime, not a day. Then the 1 hour expands to 1 month and you have the mindset of a successful marketer.

You may try a different browser user and a paid private proxy to access the cpa offer landing page.

Getting many clicks and no conversions is quite normal.

You can't force people to take action. You can only guide and recommend. I wouldn't waste anymore time thinking about it. Work with people and respond to people who do want what your offering.

I believe the number of times is 7 on average.

I would also add that for digital goods I might go so far as to check the domain name registration. Privacy and country of origin might give one...
