Its a chrome extension (not sure if it is for free), it is called anyaudience.
I haven't tried it but I've read that it can be used to create a customize target audience on facebook.

Just stay away from Social Lead Freak, really not great.

any audience extension cost $20. i also got a product that scrape profile url as well as post in groups for $20.
