Your Opinion on Target Lead Finder

I'm new to the forum, so apologies if I get few things wrong.
I've purchased the above software "Target Lead Finder" which basically scrapes UIDs From Facebook.
My question is: Can I safely use this software without having my account suspended. Anyone here has an experience with this software or a similar software?
basically I would like to use the software to create my custom audience using the scraped UIDs.
I hear different versions, according to FB TOS we cannot use these UIDs without the users's consent but some experts!! say that if you target users who are engaging (liked shared and commented on pages) then it's ok. Is there any truth in this?
