Using The FB Re-targeting Pixel To Market To Those Who Didn't Convert The First Time

One of the examples of a FB re-targeting pixel's use is this: "Reach out to visitors who visited a particular section or page of your website but did not complete an action like purchase or sign-up."

My question is, from the CA list you now have from the pixel, how would you know which users didn't convert into a sale so you could re-market them?

Aren't you simply re-targeting everyone again, whether they converted or not?

    You set up a custom audience. When you do that, you can define urls. for example, you can target users who visited one page (salespage.html), but not another (confirmation.html). Then you create an ad and use this newly created audience as the audience. I think you need a minimum of 100 people in the audience to use it.
