Can anyone tell me the present rule for a having a static page/or not; one for visiting fans and one for visiting non-fans on a facebook page(fan page). If allowed, how to do so.

I have a facebook fan page. I want present fans to see latest post/status updates upon arrival on page. I want non fans to see a different page upon arrival on page.

I'm just copying and pasting the name of the app that I've used to do a similar thing in the past, but here it is:
Static HTML Iframe Tab by Woobox

I think it does what you're asking but I've not actually used the function myself, only used the app to create a static page.

Fan-gating, which is what you are talking about here, is now against the FB TOS. You can still buy the apps from some vendors but there is no longer any difference between what fans and non-fans see.

It might take a while for this to affect all FB pages which still use it, but as a tactic it is over with.

Oh ok, that's what I heard. So is there a way to have a static welcome message with the current content/status update posts following below?

You could try using a pinned post. It doesn't go all the way across the page anymore, but it does stay at the top.
