Google Plus Business Page Problems

I have a local business. My local business is verified with google business page. But i have no access to this google account.
So I can't update my business information. When I search my business in google, it shows with map and reviews with business page.
But now I want to open another business page with that business name, location and phone number. Is it possible? How does google evaluate this?
