Anyone know best way to target a facebook ad to local business owners?

For example, in a U.S. city, how might you pay facebook to display your ad to a custom audience primarily of local business owners?

I saw where you could upload a business phone list, but do you need to have a facebook account with all the ad features turned on?

Or is there a simpler way to define the audience?

Is there an interest category for small business owners?

    If you already have a facebook page you can run an ad campaign. When you create your ad inside of facebook it gives you an option if and where you want to target with your ad. From what I remember it showed Country, State and city.

    You could target locally ie your city/suburb/zip and select the "Small business owners" option in behavior targeting.

    The setting might state "Small Business Owners", however, has anyone figured out on what exactly this setting is based? This could give you the exact opposite result as expected...

    Let me explain with a scenario:


    You are a Social Media Advertiser and you want to attract "Small Business Owners" to use your Social Media Marketing services...

    So you setup an ad to target them with this setting, but this setting is based to target people on Facebook who owns a social media page already and is the most frequent poster of the admins of that page (or the creator of the business page). I.e your ads are going to target people who have most likely no need for your services.

    Hope the above makes sense.

    Anyone done any research on what the setting is based on?
