When does Twitter Outreach become Spam?

I'm a content marketer who recently started using direct outreach on twitter to market a new post I created. My tweet usually looks like this:

Hey @name I noticed you're a fan of X, so I thought you might like my new post about X. Thanks!

I've had a ton of success getting retweets, favorites and shares sending out the tweet above to folks that I know are interested in that type of content (and have a lot of social followers).

But is there a line I should be trying not to cross in terms of getting my twitter account banned?

    As to me, I don't like when people who I don't know drop links to me on Twitter. I find it really annoying and treat them like spammers. Many social media marketing instructors recommend doing what you do. I disagree. However, if you take time to build relationships with fellow bloggers in your niche, it's just fine to exchange links. Your account may get banned if many people report your tweets as spam or block you.
