Conversion Tracking Pixel Ads not getting any Reach

I came here to ask all of you experienced users if you are facing the same problem we are.
We are setting up a set of campaigns using Conversion Tracking Pixel goal for our ecommerce retail shop. However, those are not speeding the Reach, they keep in very low amount of impressions even with high budget. When running other type of ads those do get the necessary reach and results. Clicks to site seem to work fine but in conversion oriented campaigns the only way to bid seems to be using the goal per conversion, no CPC or anything.
The ads have high Relevance Score and seem to be okay, we are fighting to find the solution for this problem and cannot see anything wrong so far.
Why is this happening? Is it because FB discontinuing the support on the Conversion Tracking Pixel? Anyone experiencing similar problem?
