I'm not sure if this is a dumb question, but is there a way to judge what your engagement should be per follower. Say every 1k followers, so many likes and comments, or something similar to that. I'm not sure if this is realistic to think this way or not.

Sometimes I look at other accounts to see how many followers they have and check out the likes and comments for their posts. For the most part I do pretty well on likes and if I'm not lazy, I come up with ways to ask questions to provoke comments.

    Remember that followers aren't the same, because some of them are just fake accounts useless for driving engagement.
