Does anyone know of any sites and/or person that knows how to target using instagram ads? Im not looking at how to post on instagram using photos, hashtags, etc. I am looking for some help in paying for ads on instagram using a targeting. I understand how to choose age, gender, country, etc. but some people know how to pinpoint targeting.

I understand how to make an ad. I fully understand it. I was wanting to know if anyone knew how to hyper target for certain ideas. Really dig into targeting. I get the gender, countries, age, yada yada. If I wanted to sell a shoe, I just don't want to target shoe lovers. there's way more targeting that can go into it. Just like in facebook which yes owns instagram.
