Facebook Boost Audiences

What I dont understand is that I wanted to create an audience of UK lawyers so I put in "solicitor" and clicked on it as "work position" and it said that for a certain amount of money I could reach up to 14,000 people but (and this is the thing I dont get) it says its out of a total possible audience of 11 million. I dont understand what this 11 million is as there are only something like 130,000 solicitors in the UK. can you explain please?

"5,400 - 14,000 people of 11,000,000"

Maybe the data Facebook shows are in a general sense, and not the one you specified it to target for.

  Thanks. I think you are right. If I remove "solicitor" from work position it still shows 11 million but what I dont know is, when boosting it does limit my audience to just solicitors or not
