how to slow down video speed for instagram

I saw this video on Instagram and really like how background water fall was slowed down. Was this done with Boomerang and there is slow speed setting in that app or was this done by some other video editing software then uploaded to instagram?

      1. Do you load photos/videos to instagram from your phone or desktop?

      2. How do you change date of older video so it shows up as within last 24 hours so you can use it for "your story"

    I think that type of video is called a cinemagraph and would guess that they used this really cool software called FlickGraph. If you have access to it you can create that type of video with four simple steps:
    1. you upload your video;
    2. you highlight the area of the video you want to use;
    3. you click a button that creates a "still" photo over the video;
    4. you "erase" any part of the still shot where you want movement to appear (in your example, the waterfall).

          unfortunately I messaged them on facebook and haven't received reply back in 3 days and there is no contact option on their website. As good as that program looks I never buy if there is zero support.
