Can I show ads to my niche's close friends on Facebook to sell t-shirts?

Hello, I am interested if can I show ads to my niche's friends whom I am targeting. For example, if I design t-shirts for people who are passionate about fishing, and show ads to people who are close friends of them. Then I will write in the description that this t-shirt is a perfect gift for your friends and etc. Is that possible?

    Never done that before, not sure if you can? Why would you only target a few friends when you have the entire Facebook community to promote to?

    Wouldn't you rather take the same amount of time to go through making an ad and then promoting that to an audience of people who like fishing? Rather than promoting to friends of friend which could be a small amount of people?
