Facebook ads - I'm not getting enough conversions for the optimizer

I'm new to facebook ads, so I'm looking for some experienced ones here that can help me get the most out of my campaign
My objective is to get leads and build my list, and I'm running a Website Conversion campaign, and it is optimized for conversion but it is not getting enough leads (facebook says that you should get at least 15-25 conversion per ad set in a week so that your adset can be optimized for conversion).
In this case what would you advise, should I optimize for link clicks?
