    There are lots of sites exist which are really works good for social bookmarking,such as: reddit, G+ or google plus, stumbleupon, tumblr etc. Actually bookmarking can create backlinks of a website. But thing is that where you are doing bookmarking, if you are doing in low DA sites then wont work how it should be.

    For social bookmarking you can find tons of sites which will give you a chance to do this work. But thing is doing bookmarking in low pr sites wont be effective, where high pr sites works well. And, for promoting a link you can use reddit here amount of traffic is huge.
