What does it mean "Caution: This account is temporarily restricted" when going to a Twitter account?

Twitter, once in a while, shows me that Caution message (See title).

Then they have a message which is the same each time:

"You're seeing this warning because there has been some unusual activity from this account. Do you still want to view it?"

I'm wondering about those because so far I have not seen any problem with those accounts. I clicked on the "Yes, view profile" button and never seen anything even NSFW...

1. So I'm wondering, why are accounts marked as restricted? Anyone knows?

2. Is there any negative effects when following such accounts?

Hi!

Are you accessing your account through different IPs/devices? What do you use it for? It's not really good, because Twitter thinks your account is abusive. Seems like this "controlling" method is recent.. Check more about it here

  I was talking about others twitter accounts, not mine. I have not noticed that for my own account.
  
  Now... used from different IPs, yes because I use a tool to find people to connect with and thus many accesses will happen from another IP (a cloud based server.)

  From that post you linked to, I gather that linked to such accounts is probably not a problem. It's more if you get hit by such a ban that's a problem.

It means you have lost your account access because Twitter authority thinks that you abuse your account and may spamming.

  As I mentioned to Mobidea, it's not my account. It's someone else's.
  
  Now I'm thinking these people make use of systems that, as you're probably rightly saying, are spamming the system. So most certainly people who setup an account and use a robot to do the rest of the work. Probably not worth my time at ll.

  Are you saying that they block your account because of your country?!
  
  Note that I'm not getting blocked, but often find other people's account with the message I show above. So I'm more wondering about what's up with them rather than my account.

Hi there, my account has been restricted, however there was no abusive activity from it. However, it has been restricted for several months so far and I don't know how to reverse the process. Can anyone tell me please what can I do about it?
Twitter Help Center does not contain any information on how to restore the account, neither does Twitter Support give sufficient guidance through direct messaging.

  Hey, you probably should post your own question about that. My question is different and I have no clue what would trigger a restriction because it did not happen to me. That being said, I still see many accounts in such a situation and generally ignores them. Many also have posts that are marked as "dangerous" and when I look at them they are videos of baby doggy... all cute and stuff. So why would that be restricted, I have no clue, really.
