Facebook Ads In Small Towns

Scenario: Local real estate agent in small town wants to generate leads looking to buy houses with offers such as "Free Homebuyer's Ebook Guide" and "Sign up for a curated list of the best home values".

The goal is to build a large number of inexpensive MOFU leads for follow-up calls and a drip campaign.

There are about 40,000 people that he can help in his market (his town plus 15ish mile radius). Leaving a potential audience of 30,000ish.

Now, if I add relevant Real Estate interests (Zillow, Trulia, Century21, etc.) then reach is reduced to about 8,000.

What's the best way to generate inexpensive leads in such a small market?

How is reach reduced to 8,000 by zillow and such?

If you have 40k people, you have, using average family size of 3.14, a bit over 12,700 households. Of which, probably, only about 8000 are owners.

So, less than 16,000 adults who own.

Seeing this is a small place, it would not be hard to rank 2 or 3 properties on page 1 for
    houses to buy city name

    houses to sell city name

    condos to buy city name

    condos to sell city name
real estate to buy city name, etc.

    Facebook/instagram could also be effective.

    How does
