Facebook retargeting options not available?

Hi everyone, I'd like to target friends of people who liked my Facebook fan page.

Yet when I look at Connection under detailed targeting, that option isn't available.

Did Facebook recently remove this option? Or do I need a certain amount of page likes before it becomes available?

    May not apply to your situation....but .....From google:

    If you can't use your app for connection targeting, check that you are an admin on the app. People who have the app advertiser role can run ads for the app, but can't use it for connection targeting.
