I cant talk from first hand experience in promoting a social bookmarking site specifically, but it might be a good idea to start with creating a really engaging press release. Since your site is new, it sounds like your best move.

Also I would think (again Ive never promoted a social bookmarking site) that a great place to promote a social site would be on a social network. Perhaps more than one per say. Id start with facebook though :p

I use facebook and twitter for promotions haven't tried promoting social bookmarking site though. But you may try these social network sites these might help.

You can promote your website by doing the following.

1. Press Release Distribution :
Distributing press release it will promote you brand, gain higher rankings, and drive free targeted visitors so your site will become famous.
2. Blog Promotion :
Build a blog and update with unique content everyday. So it will get highlight in search results then the site will get more backlinks. So it will become popular.
3. Social Media Branding
There are lots of social media sites where you MUST have your branding presence. Branding in all social media sites would produce the following results
*Social signals from the public social media profile links back to your website
*Identity protection for the brand in the social medi
*Very high permanent search engine visibility for the target keyword

also like others have said as you are a new site think about doing a Press Release
look here on the forum, there are a few warriors that offer PR service

Build a Strong Presence on LinkedIn, Facebook and Twitter and then Cross promote your site to them. You can also use Pinterest to gain followers, keep it interesting and you will do okay.

How about paid advertising on services like buysellads.com for a quick presence and build SE traffic in due course?

I suggest you to invest some money build a little of traffic from paid sources like Facebook. But set all the foundation in your site to receive those people (optin forms, goood content etc). There is also a guy called Chris Farrell who teaches a lot about free traffic methods.

Pinterest is a good site to try out. It has become very popular. If you get others to repin it, many will be able to see it.

Thats the million dollar question, i think everyone is wondering the same thing. If it really was that easy to get noticed everyone would be doing it.

however everything everyone has said is all there is really, Social networks, like facebook , twitter , dig, stumbleupon. Then maybe use forums that are closely related to news and social networking.

your other options is sites like tumblr, because everyone just re blogs the heck out of stuff there it's a great way to have your link and post/pics on everyone's dash, though that does become a bit of work if not just as much as getting your other site off the ground.

You could also try fiverr it's a great site for getting dirt cheap advertising and promotions, i wouldn't get there twitter followers or Facebook likes, but there are some great SEO guys on there that will submit articles and do a bunch of things for a tiny fee and really get you noticed, it's more than worth having a look at some of the services available there.

another great place is adknowledge if im right i think there the ads in gmail and im pretty sure there about 0.001c a click or something crazy cheap like that so it's very affordable.

i cant really speak from much experience, im just a blogger and have owned a few sites, i always find getting them off the ground to be very hard, i guess the best bit of advice i could give you is dont quit and dont take down your site if you dont see any big increase of member base right away, just hold out slow and steady wins the race.

Also it depends what your offering, what does your site offer that others dont, how is your site different from other social book marking sites, why will people want to join it. when your promoting id be using that sort of stuff to get people attention.

The usual sources, but it takes serious time.

If you're offering social bookmarking services there are plenty of places you can list those services. each place is another source of traffic. if you list on hundreds of sites (it will take a month or two) but after that you will get residual traffic and hopefully plenty of consistent orders. if you are getting a fraction of what you want or expect then just up the effort until the consistency of orders is where you want it to be. Sites like fiverr and gigbucks are great places to list services like that. I dont know your price point though or what services you offer so my suggestion could be redundant lol. I would also suggest targeting your audience. lost of people starting businesses on sites like ebay, amazon, or any makretplaces where people are selling their products or services want social media marketing and to increase their presence. try targeting users of these sites by posting your services on related forums, facebook pages. you will be surprised at how many admins will allow you to post if you contact them first on facebook. its always worth the effort. It takes time to get these things going but once you have done that you can sit back and process orders that come to you automatically.

Don't forget pinterest too, lots of people are there right now to claim their share of the social media marketing pie, hence there are lots of people there who would potentially be interested in what you have to offer. its a great place to market your products.

Social networking sites should help out. Also, if you are a member of other forums, you can promote it there as well. Some forums allow members to make announcements of their new sites, take advantage of it.

you can add your site to blogs and forums related to you topic or niche, do to quantcast.com and find top blogs, forums social bookmark and social network sites and post you links and content. Also create articles and post on top article networks, again do a search on google or quantcast to find highest traffic sites. Setup RSS on your site good one to use is google's feed burner. Digg your website on Digg but remember to fill it with content first and then tell the world about it.

Use Facebook,twitter, all the social media. Also comment on blogs about your websites topic.

Sites such a StumbleUpon, YCombinator, Reddit, Slashdot are great sources of high quality traffic for a new website ONLY if it is really VALUABLE enough for the users, also these sites are a measure of acceptance for your website
Post your link in the 4 channels
All of these website are very sensitive to spamming like activities and requires continuous activity and contribution to be marked as a normal high quality user
Read the rules before posting, don't post many links in a short period of time, don't share many links from the same source
Don't post only, contribute to the community
Don't use URL shortners

If you don't have money for paid traffic, then you can start with article marketing to announce your site, and its benefit in your bio box...

Have you considered AdWords? I currently run a campaign for a minisite of mine. It costs me an average of 6 cents per click, and it will be sustainable for a few months, until (hopefully) users bookmark my site and start returning to it.

Adwords is a good option. I think google gives a 75$ voucher with a new registration.
Twitter and Stumbleupon work great for me. You should avoid though traffic exchange, as your website bounce rate can be increased and you don't want that.

It is a lot of hard manual labor. I look forward to joining your site. No matter how tough it may be to get members, never give up. It can take time, and will take time.
