Yes gif images play on google+, I also have seen gif images with animation on facebook, they play without having you to cilck on it. but I don't know how to do it,

You can even use animated GIF images for your G+ cover/profile image

There must be some good reason that Facebook blocks gif images from being shown on the site. When you try to upload a gif, it only shows one frame as a jpeg.

This would be a very cool feature on Facebook but a good reason I believe they don't allow it is because Facebook would then turn into another Myspace. All that flashyness and tackiness that happened on Myspace won't fly over on Facebook.

go to GIPHY.com and post it from there, you can upload your own GIF or choose one of them.

Animated GIF's are just so tacky and retro I think this is one of those 'style issues' that FB prevents. (There used to be concerns that animated GIF's are self running programs and could be used to distribute viruses but most browsers have resolved that bug years ago.)

Better to link to a video, which most people then actually click on to watch.

Was there a particular reason you wanted a GIF?

I agree with S1YMY, gif images are not "in style" anymore, they used to be in the 90's, but not anymore.
Facebook has its own smileys (the sticker packages) that "move" for a few seconds, but they don't count as gifs.
