Bitly flag on Twitter

I have a massive male audience that converts very well. I am having issues though because the URL needs to be shortened with bitly and many of the bitly links serve a flag. Twitter's 140 character limit forces me to shorten and bitly is shortener of choice on Twitter. What is the issue? Can I not run CPA offers with bitly? Is the URL not good?
