Multiple Facebook Currency Accounts

Another Facebook advertising related question!
I'm trying to create a Facebook account in GBP currency, my current account is in USD (I'm UK based) - since I can't change it on advertising account level
I tried creating a completely new Facebook account - however when I entered my payment information (after filling in the adverts information) it reverted my GBP and UK time zone selection to USD and an American time zone! I couldn't change it back - disaster! I tried creating a third account but ran into the same problem! Help!
FYI my payment card was an American Express (although this is in GBP and registered to my UK address) - could this be the problem?
