Clicks vs. Website Clicks on FB ads, what's the difference??

I'm promoting a facebook "page post link ad" to my external website via my fan page. I chose to pay on a CPC basis.
I'm noticing that the FB ads interface is showing number of clicks and a number of website clicks, and it seems that for every 2 clicks, which I'm paying about a $1.1(!), I get only 1 website click (my server log shows only the "website clicks" as well).

what the heck is a regular click in this instance, and why do I need to pay for it if I chose to promote an external website?
to my understanding almost every element on the ad (the text, the link, the image itself) should lead the clicker to my website. maybe If the user clicks on my fan page's thumbnail it would be a different kind of click, but I don't see why 50% of the viewers would do that, and not go on to click on the website as well.

every method I'm trying with FB makes me think more and more that this is just a ripoff with 0 ROI.
