True. There are useful services however for 'attracting' likes and followers for both Facebook and Twitter as opposed to just 'buying' them. Attracting fans is the better alternative to just advertising, since you are actively trying to engage potential customers.

One such service I use is FollowGen which is very useful for Twitter.

Twitter is a different animal, since there is no Rank basis for a follow the source is less important. For Facebook though, the "number of followers" can work against you. If your followers aren't interacting with your posts, your content will be ranked as unimportant and shown to fewer people. That makes it less likely that the users who DO want to see your posts will ever see them in their news feed.

Short of getting Likes from existing customers and people already familiar with your brand, Facebooks own ads are really the only way you should try to get Likes. Every third party service will work against your goal.

I never recommend fiverr gigs for facebook likes if your purpose is to make money, but this is great and cheaper only if you are just starting a page and you want some initial likes so when a person visit your page and see the number of likes on your page he will assume it is popular and interesting page.

But before doing this add decent amount of quality content on your page, and later on when you have some initial likes now it's time for you to spend some money on facebook ads or post promote which will bring real people to your page.

You should use the following network::
1.Join and share Google Plus different popular groups where a millions of people available
2.Join and share most popular Facebook groups where a millions of people available
3.Use popular social bookmarking sites
4.Become member of popular high traffic forum sites and post regularly and include your social media link as signature
4.Submit guest post regularly and set your link to author bio data.

Add groups related with your business..
share you business info in that groups..
Best technique is post your new info on your fb page also your skype Id, twitter Id. Mention in last para of post and then this post share in your groups...
you will get double benifit of that technique.
1st You site information and page link will spread virally also people can easily follow you with your twitter id..

you can write this line in ending of your para (If you want /if necessary)
