Cant target a location -FB Ads

Hey friends, I have a problem in fb advertising. I would like to target my state - Maharashtra (in india) but fb says its not available. And I tried to add India first. But still I could not add my state. How do I know the reason behind it? FB says we should target minimum one country(learned this in facebook help articles). Say, If I target a country in location targeting and then am adding some states means, will my ads show only on the states or to the whole country? If I need to target only one or few states, still do I need to target my country? And how to clear my problem said above.

    In India you have to target cities by radius because for some reason they have not made states available to target. I was able to target many regions of India in a previous campaign I did for an Indian fashion website by just using all of the major cities I needed to cover the majority of the population in each state the client requested. This of course takes time plus research but you can get the same objective done. Hopefully Facebook will allow targeting states in India soon.

    I don't think Indian states are available in Face Book however all big cities are available there.
    Better to choose big cities in Maharashtra.
