Facebook custom audiences scrapers gets you banned?

There are all these scrapers out there on the market now, where you can get custom ids from a Facebook page, and then create a custom audience from them, and use that as targeting in a Facebook ad. Wow, so far it sounds great.

But what about the terms of service? It seems to spell it out quite plainly:

"You represent and warrant that you (or your data provider) have provided appropriate notice to and secured any necessary consent from the data subjects..."

What??? You mean like an opt-in? THAT'S not how I see this being spoken of.

It also says this:

" You may not use the custom audience feature unless you are an advertiser (or an agency acting on behalf of an advertiser), Ads API or Custom Audiences API partner, a data partner that has signed an agreement with us which grants you permission to upload and create a custom audience, or have obtained express, written permission from Facebook."

I haven't heard anyone talking about having to get an agreement from Facebook.

What of it? Will page owners eventually get banned by using the various scrapers on the market now?

    2. You will not engage in Automated Data Collection without Facebook's express written permission.

    However, whether you'll get caught or banned is another issue. I'm in a FB group for a WSO, and a few people there posted they got temporarily banned after using a scraper. But as far as I can tell it's a rare occurrence. However that may change in the future. Who knows!

    When you use API of Facebook, you CAN'T get all UIDs from a page.

      AnyAudience is a chrome extension and doesn't use Facebook API, like the others. Thats why it can extract more than the others.
      AnyAudience gets you in Facebook jail. The Graph Search option will be turned off, so you can't use it for a while.

      I use Social Ads Tool, which can target on users of pages I don't own. So the whole scraping thing is redundant.
