    Yes for sure Social Signals do help in quick indexing and ranking and definitely it helps to balance backlinks quality. It can help to recover from algorithm penalty if penalty is due to poor or bad backlinks. However if you get penalized due to other reasons like scrapping, duplicate content or over optimization, then you do need to work on these factors along with social signals.

    Social Signal are getting important and trend is gradually changing from SEO (Search Engine Optimization) to SMO (Social Media Optimization)..

    But as rule of thumb, excess of anything is always bad, so try to keep it natural.

      This usually happens due to keyword stuffing & other related seo tricks. Try to split your keywords in 2 or three categories like, Primary Keywords & Secondary Keywords. Primary keyword is the code of that article or content and which is your main priority to rank. Use primary keyword in your title, url, & first paragraph of the content, most probably in first sentence. Rest of your content should support your primary keyword with secondary keywords.

      Too much use of formatting like bold, italics, underlines to attract search engines can also cause problem as it becomes hard for the users to read the content due to over formatting of the content. Also avoid to hide keywords under the content by using colors which make it invisible to the user and are inserted intentionally to attract search engine robots.

    I believe it is possible only because they are backlinks created when people share, what better way to show Google you are an authority. I think it only works if Google decides they were gained naturally according to their algorithm.

    I think social backlinks bring in a lot of link diversity which may help a penalized site but it largely depends on the type of penalty. For over optimization, try to go back to the links you have access to and change the anchor texts and bring in a lot more natural looking variation.
