Custom Audience CSV problem

I'm going out of my mind with this so I'm hoping someone can help. I'm new to marketing and want to do a targeted Facebook ad campaign. I bought Social Leads Freak and a Graph Scraper app. Using SLF I built up a really nice, really strong targeted list of uIDs at about a million of people who "Like" and are involved in gun rights FB pages and communities.

I exported the Ids into CSV files then combined the CSV files into one nice neat one.

When I download the CSV from Social Leads Freak and open it in Excel it displays like this:

CELL: 1.00007E+14

Then, on the top next to "fx" it shows: 100000440017064

This file doesn't even upload to Facebook -- it doesn't allow it. Then I noticed that the number format was under "General" so I switched it to "number", which displayed as the following:

100000440017064.00

This wouldn't upload either so I deleted all the ".00″ from them. It still wouldn't upload.

So I saved two versions of text, "Unicode" and then "Tab Delimited." These DID upload. However, Facebook ads rejects all ads with a custom audience containing the file.

So, basically, the ad WITHOUT the custom audience included is always approved. As soon as I add it, it's rejected.

I think it has something to do with the format in which I am doing it. Would anybody be willing to perhaps take a look at the file itself and let me know?

It's not you, it's fb, haha.. They're changing their targeting interface and have a new system going live in 5 days. They're rejecting any custom audience-based ad. Trust me, I'm loosing thousands a day from it..

Thanks for the information. If they're going live with a new interface five days from now do you think they will once again allow it after that? Or is this like a done deal -- they're never offering custom audiences again?

Does anybody else have anymore intel on this?

I hired a Facebook marketer on Elance to look over this for me. I made him an admin he couldn't get custom audience ads approved on my Facebook, but when he tried it on his (he's out of India) it worked just fine using the same UID.CSV file.

What the hell is going on? Where can I can see information about this alledged new ad layout coming up in the next few days?
