Best ways to increase your google+ Followers is..

1)post your google+ add me link on all posted media on
facebook, twitter, youtube, to give backlinks to your google+ profile
2) share your google+ link anywhere you share your content
3) If you own a blog or a website you can add a follow me on GOOGLE+ button.
4) Share content on you google plus page with hashtags and links to gain interest to your page.
5) Like and comment on others google plus content to peak interest

Last one is you can purchase google+ followers on fiverr too I think

1. Join relevant communities which are your niche related.
2. Verify Google Authorship with your website.

If you already have an email list you can add the google + page on the thank you page for your opt in.

Get wisestamp and add the google+ profile in your email signature.

And obviously add the G+ widgets on your pages and blogs.
