Trouble with Twitter adds

SOCIAL NETWORKS

I tried to start advertising on Twitter via www.business.twitter.com but always saw messages as follows:
"Thank you for your interest in Twitter Ads.
At this time, the platform that is best suited to serve your advertising needs is not available.
We will be in touch when these offerings are available"

I had been waiting for a long time but didn't receive any further instruction from Twitter. My attempts was repeated couple of times without any success.
What is a problem? How could I start advertasing?
Twitter account to be advertised is @DelphicaSteel.

Have you check the Twitter Advertiser Policies? https://support.twitter.com/groups/58-advertising

  Thanks for the link! I try to promote tweets of my business account @DelphicaSteel. As far as I understood, self-service Twitter advertisement is currently available for the four countries: USA, UK, Canada and Ireland (https://twitter.twimg.com/CountryAvailability). I am located in Ukraine and it means that platform for Twitter advertisement is unavailable for me yet. Am I right?
