Facebook - how to target minority groups in USA

Hello,
looking for somone with experience with FB promote a post. First let me say we had success (meaning multiple sales) from promoting our post to few foreign countries. Now I want to promote to those same ethnic groups but only inside USA. Is my only option to include English and there main language? FB will still see this as promoting to USA and will probably require min of $50 to be even seen? any advice on this is greatly appreciated.

    I would target with:
    - USA location;
    - select the languages of ethnic groups;
    - add some specific interests of your product (cosmetics, etc).

    A Fb ad campaign requires minimum $1/day.

    If you are willing to pay you can contact the fb management they are offering that services, instead asking help in other people..
