In my opinion, networking and liking other peoples pages is the best way. Once you like someones page, send them a nice message introducing yourself, comment on their page, and ask them if they can like your page in return.

This method is much slower than buying likes, but you will build a quality following rather than just a bunch of random followers. Quality must always be over quantity.

Make your social sites 'pesonal' instead of impersonal. Anyone can post day in and day out content out of the whazoo. However, when you take the time to 'engage' with your audience, you build loyalty. They will then tell their friends, who will tell their friends.

You need a plan to monetize every certain amount of fans. Having an X number of fans doesn't guarantee anything because there's many qualities of fanbases.

If you have this plan, you should be able to test with an ad to get the initial traction and to know it is worth pursuing.

If you want a "free" way to grow your page's likes you need to create extremely engaging content (focus on the "talking about this" metric). There are very few exemplary pages to learn this from which are extremely successful building a business around it. If you want a couple of suggestions of such pages PM me.
