It is a rather slow process to increase Google+ followers. The best way I have found is to simply use it on a daily basis. As well as sharing your own content, share other peoples, comment on other posts and answer questions etc.

I have 30k Google+ followers. Really all I've done to get them over the last year is add people from the #CircleShares every day. Just search #CircleShare on Google Plus and with just a few clicks you've added hundreds of people and those people will slowly start to follow back. Also comment on that circle share and ask the owner if they can add you to it.

the only numbers of followers that matter to Google in the their results are Facebook likes and Twitter followers, these are usually in the top results on the first page

I think just join some groups over 50,000 peopel there and post your recipes to get more follow from those groups. @xemtvhay

I currently spend a lot of time in Communities. Just comment on other people's postings, 1+ them, share content, write postings, share videos, etc. It's pretty easy just rinse, wash repeat. You will start to get people adding to their circles.
