    1) Put interesting content on your page.

    2) Find relevant facebook groups.

    3) Sign up in these groups.

    4) Then, look at the people in these groups and invite them.

    You won't have tons of friends at the beginning, but after, friends will come automatically.

    I used "AnyAudience for Facebook" to get my targeted audience. I got the UIDs of people that liked my competitor's page and got members of groups that ralated to my business niche, and created an advertising campaign only for them.
    with AnyAudience I also got mails of all of these people and I invited them to like my page.

    For you to have target friends on Facebook You look for related groups to your niche then signup to those groups and participate in the groups activities from there you will develop relationship and then invite them as friends.Note this will take sometimes for you to achieve but eventually you will get there.
