How do I outsource twitter account while maintaining administrative control

I run a sports website with multiple authors that also has twitter and facebook accounts. I am not very active on the social media accounts, so one of the authors offered to tweet from our account because he is on twittter all day anyway.

I know that on Facebook, I can add users and give them specific roles. Is there a way of doing this for Twitter without just handing over the password?

    I think w Hootsuite you can add users, which gives them access to post but not the password info (so you don't worry about someone stealing the account)

      Is that the only way? It looks like hootsuite is a paid service. Are there any free ways to do this?

    Sprout Social is 30 days free, other than hootsuite and that you cant. There's no way to give admin control or like in fanpage the "content writer, administrator" type on twitter, you can only give the password for them to do what you do or use the above third party connections to do the job for you
