I am looking for someone that may develop a website for me.

The website I am trying to create should be similar to these following pages:

The goal of my project is to have a website constructed for residents to log onto and leave reviews of the housing conditions they are currently living in. This allows for future tenants to see what exactly they are getting themselves into.
