Shopping cart design/configuration on Wordpress

Hi-
We need help with this. The example is not the site we are working on, but what the client wants. We want to know how much and how long to design this and what shopping cart would you use.

We just need work on the design, nothing else.

Set up just this element onto an existing Wordpress website:
The following link is EXACTLY how we would like products to appear but just want pricing grid to have 100,250,500 & 1000. With just details tab not option or sales tool tab.
