Maybe because 700 bucks is pocket cash to whom know how to do this as a full timer?

Go and outsource pieces and manage this yourself.

It might be better to provide more specifics. ie How many websites you have and what it is exactly that the person would have to do on a weekly / monthly basis.

A native English speaker living in the UK or USA with all these skills is probably already in business for themselves. You might have better luck looking for a JV partner.
