WANTED - opt-in mailer to drive traffic to my URL

Looking for someone to drive OPT-IN traffic to my URL, and would hope for a good conversion rate. I would like to test a sample (perhaps a few thousand or so) to get a good idea of approximately what conversion rate to expect.
I need to have real opt-in emails being set (or good, qualified traffic, generated by other means) since I cannot have any spam complaints, or the site will get shut down, and that will totally ruin me.

So if you can drive that kind of qualified, genuine opt-in traffic to my site, BY ALL MEANS CONTACT ME and we will talk.
