Email Marketer Wanted

I am looking for someone to manage a pre-existing email marketing campaign through YMLP. This is an example of an email. Business Cards, Signs, and a Nametag on the House!
The person we hire would be responsible for modifying this template on a weekly basis and writing fresh content to go in the email. In addition, this person would need to update the mailing list on a monthly basis from a file that we will provide. Please let me know if you would be capable of this and how much I would be paying monthly for weekly email blasts. I am looking for someone that is in the United States and is capable of talking by phone during US business hours.

Html vs text -- I started off as an email copywriter but, your only contacting them once per month?
