facebook fanpage campaign set up

I need a fb ad campaign set up for driving "likes" to my fan page.

- Absolutely must achieve an average of $10/100 likes at the minimum. I've hit those numbers during last March -May by using CPC and bidding on my cost per click (got it as low as 9 cents)

- I've used CPM but never experiences as good of results

- Already have over 17k fans

- I have a selection of the images I've used in the past for other ads you are welcome to choose from.

- Must be able to show testimonials/ social proof of successfully developing fb ads before.

- The campaign must target:
Ages 24-50
Female only
USA or CAN
I will provide over a dozen interests and other pages you can target anywhere from 800k -7 million targeted people.
