Looking for Internet Marketers to boost my site traffic

I have a magazine portal and my target audience are from a specific community living across the world. The website design looks perfect and the content is also good. I do not want to focus more on SEO as i do not have specific keywords to target this community. I would prefer social media marketing and other effective methods if any. I also want to increase my member registration rate.

I'm looking for some help from IM gurus here who can guide me on what to do inorder to improve my traffic and social media status. I have invested money on designing and other product purchases...like plugins, themes, vbulletin, etc,. so, the budget is very limited.

My target audience is a huge number. I would be glad if i can pull atleast 10% of them to my site. I want people not just to visit and move on....i need them to register with us and interact periodically....
