Safe Swaps- What does "94% (+15 -0)" mean ?

I didnt get an answer on my other post, which I am deleting...

On safeswaps, what do these notifications mean?

7301 94% (+15 -0)


and many people using it have many feedbacks, does that mean they are likely to Turn down somebody with 0 feedbacks? (a newbie to safeswaps) even if they have a hot free product?

    94% is success rate. Actually, if you have +15 -0, success rate must be 100%, because there is no failed swaps.

    From help:
    Reputation is a correlation between successful ad swaps and failed ones. This number is based on past ad swap ratings, given to this person by others. If this number is red, then we recommend to think twice before swapping with this person.
