Can Anyone Build A Program That Builds Mobile Websites?

Hi,
I was just wondering if anyone knows how to build a program that would be able to build mobile websites. It can be simple. I would want to be able to edit inside, and load a script like an html file or template onto or inside. Maybe have a built in ftp.

I'm not sure how hard it would be. Myself and another person are working on a WSO. I really could use something like this. All I can offer though is a partnership in our launch.

      Thanks! I was just toying with the idea of having an extra piece of software to add that would make the course even easier to use. I have a generator that makes free sms short code text messages, but the other part of the course is building mobile sites for businesses. I have about 4 different ways to make them, I was just hoping to get some software developed that anyone could use with ease.
