2 reasons:

First, for the SEO campaign we need more resources and man hour which is not possible with the amount asked for monthly payment as in Option B.

Second, though rare , we have had a couple of clients in the past who were fickle minded or short of cash and stopped paying after a few months and we had to drop the project after all our hard work. We don't have time or resources to waste for such people. We would rather work for those who are serious about their projects.

If you want to avail the ranking bonus you can either opt for Option A or get it as a separate service after the site is built. The cost will depend on niche and competition

How can you promote something that does not exist yet. In today's SEO topic relevancy and search intent is the main criteria, so content is developed after research on topic is done and once around 20 articles are published promotion is done . Before that social profiles etc are prepared for the site for lite promotion
