Yes the concept of high PR isn't as important as earlier, but still while analyzing the quality sites the PR is one of the factors, when I point high PR it is quality sites combined with PR and other quality factors and does not mean High PR PBN type of links.

Yes it can be done and we can set to .de and work so that you will get results on .de. We did that for Australian client and he got good improvement on google.com.au
