I have a question about 50 PR3 guest posting package.

What's the percentage of exact match keyword anchor text do you use? If, for example, you use 50%, then another 50% will be click here, read this, etc. Do you think it's a waste of precious high quality backlinks?

50% generic is definitely a waste! What I would personally recommend is the following diversity:

50% - Targeting your MAIN Keywords (Example: CPA Offers, CPA Leads)
25% - Targeting longer tail of your main Keywords (Example: Best CPA Offers, Converting CPA Leads)
15% - Targeting your website's naked URL (Example: http://www.website.com , website.com)
10% - Targeting generic keywords (Example: Click Here, Visit Us, Read More, etc..)
